[win32] default WARN level of logging is too verbose in Windows .exe version of Zim

Bug Description

On all platforms, the default logging level is WARN. In some instances, Zim often produces warnings that aren't very important.

If you are running the Windows .exe build of Zim, all logged events go to a file, and when Zim quits, it complains if this file isn't empty! We need to change the default logging level when running this version of Zim from WARN to ERROR.
