Setting volume below 10-15% mutes all sound

Bug Description

Binary package hint: indicator-sound

When I set the output volume low (I wish I could give you the exact percentage, but it no longer shows numeric values like the old volume applet did), sound is muted entirely. This is a problem because even the lowest volume that I can set is still too loud - so my choices are: silent, loud, or absurdly loud.
