HP plugin for scanner is not offered when needed

Bug Description

When I tried to scan with an HP CM3220fxi using Simple Scan or XSane, both programs would say that they couldn't connect to the scanner, without providing an explanation. After searching on the Internet, I found out that I had to install a plugin from HP to enable scanning. That was as simple as running "sudo hp-plugin -i". Simple Scan and XSane should offer to install that plugin when needed.
