No immediate update of appearance preferences changes

Expected behaviour: Upon changing anything via 'Appearance Preferences' such as the desktop background, theme, icons etc. past experience is consistent with an expectation that changes will be reflected immediately, without needing to do anything other than select a new item.
Experienced: When changing anything via 'Appearance Preferences' the change is not reflected at all until the next log in or restart.

Personally I can reproduce the bug by trying to change themes on my own system. I cannot explain how to reproduce it somewhere else as i'm unaware of the cause and cannot tie the beginning of the changed behaviour to a specific action or change that may have triggered it.
