Binary package hint: compiz
My specific repeatable test was : pidgin conversation open, set to visible on all workspaces. If I switch workspaces, pidgin retains keyboard focus regardless of which order it was in, on that workspace before. This is regardless of visibility as well. This seems window-manager related rather than any specific component and did not happen in 9.04 or before.
