2) The name of daemon change in ubuntu lucid to openntpd and it's always old name refereed in /etc/network/

Thank you for opening this bug and helping make Ubuntu better. I have some questions:
1. what is wrong with the NTPSERVERS assignment? Where does it fail? It works here.
2. openntpd and ntp are two different packages, and ntp (1:4.2. 4p8+dfsg- 1ubuntu2) is still the official one. Now, if you installed openntpd, then I agree both your point would probably not work. If this is the case please advise, and I will change the affected package to openntpd.
