Bug Description
Given that the competency database has not yet been brought into the School Year,
we need a PDF Archive (export) of all Student Competency Records (SCRs) from a given school year.
This should be able to be done by the teacher for an entire class,
or by the system administrator for an entire system.
The SCR Report exists, but it currently is in html format, and can only be done one student at a time.
I envision naming the reports:
