Tweak of CanDo Export to Sch Info System

The current CanDo export to School Information System
(listed under the CanDo tab's Report drop-down as "VA State Export")
creates a CSV file of all students in a given School Year as follows:

student_state_report_ID, student_local_ID, state_course_ID, local_course_ID, total_required_comps, total_req_comps_achieved
(where comp achieved is defined as a score of minimum achieving mark or better according to the CanDo Scoring System)

We would like to add the following fields to this export:

--student_state_report_ID
--student_local_ID
--state_course_ID
--local_course_ID
ADD: section_title
--total_required_comps
ADD: total_IEP_optional_comps
--total_req_comps_achieved

In addition, the report name should be changed to "School Info Sys Export"
Finally, there should be some text explaining that the export is a CSV file with its 8 fields
(just like we explain the import formats).
