Bug Description

Binary package hint: eog

Steps:

1) Enable some plugin, ex geolocation
2) Open some image
3) Close plugin panel (ctrl+F9)
4) Close eog
5) Open some image

Expected result:

Plugin panel closed

Actual result:

Plugin panel opened
