Cannot switch layout by pressing Alt+Shift

Bug Description

I'm used to Windows key combinations, so I tried to make my Kubuntu Dapper LTS switch keyboard layouts with Ctrl+Shift and Alt+Shift. However Alt+Shift doesn't work, while Ctrl+Shift works OK. Both key combinations are set in the 'SystemSettings/Regional/Layouts/XKB parameters' (sorry if I misspelled something, I'm using russian localization).

p.s. Surprisingly, Alt+Ctrl+Shift works as well (yet I'd say it shouldn't).
