This is more a usability bug of the way PA routes sound.

I have a laptop with an internal Intel sound card. If I plug my USB headset, by default, PA starts outputting directly to the USB, but it does not get reflected in the selection of the output device in gnome-volume-control, and, therefore, changing the volume there, does not get reflected in the volume.

PA remembers the device for that particular application because it's been moved via the API to a particular device before.For an end-user this is confusing: if the sound is coming from the USB headset, she or he would expect to be able to control the volume with gnome-volume-control.
