Update manager does not automatically notify user of critical updates

Bug Description

Binary package hint: update-manager

The default settings for update manager on a fresh Lucid install mean that I get no security update notifications. Starting the update manager manually shows up a list of updates, but there is no automatic notification of any sort. So a user who does not know to manually check for updates, or to manually enable the update notifier icon, will not get security updates!

Somewhere I read that in Lucid the update manager should come up after login if there are updates available - this most certainly does not happen on any of my machines running fresh Lucid installs with default settings.
