Bug Description
What happens:
See bug 576601. When a user runs apport-collect (or similar) and it uploads a lot of attachments to a bug they get one comment in the comments list each, even though those comments consist entirely of attachments.
What should happen:
Launchpad should group consecutive attachment only comments, so that the list of attachments added by a user is concentrated into one comment box, thus taking up a lot less room on the page. The boundaries for these grouping should be non-empty comments (which should get their own box, along with any attachments uploaded with them) or uploads made by another user (so User A's uploads should be grouped, but then User B's should appear in another box, and so on...).
