sale delivery order bug

create a sale order with 2 lines.
set output location to be chained
confirm the sale order.
result: 1 outgoing packing + 2 delivery orders are created.
imo, this is a bug because only 1 delivery order should be created.

i'm sorry i don't have time right now to record it, and i don't think
it's needed at all.
it's very easy to test with the demo db.
create SO with 2 lines: pc1, pc2 for example
set output location to chained, type customer (to create delivery order
from outgoing packing)
confirm SO
check that there are 2 delivery orders instead of one.

btw, the cause of the bug is quite obvious:
the procurements of the SO are confirmed 1 by 1, which confirms the move
and creates the chain.
the problem is that the procurements are confirmed before the packing
list is.
the solution is to confirm the packing before the individual
procurements are confirmed.
