Thank you for using Ubuntu and taking the time to file a bug. This condition was due to concurrent access to the debconf database (perhaps another package manager was running at the same time). This should be temporary. If you can reproduce it, use the following command to find what is accessing the database: 'fuser -m file -v /var/cache/ debconf/ config. dat'. I'm closing this report and marking it a duplicate of bug #349469.
