Action Control "Loco has started" or "Loco has stopped" for Blocs

Hi, this is something for the wishlist. Adding the action control "Loco has started" and "Loco has stopped" with condition Loc ID for Blocs to trigger functions in case the Loco has just stopped or just started. I think this is interesting for all who are using single point sensors e.g. optical. These sensors (entter and in) will be triggered multiple times if the train is crossing them and you can not detect exactly if the train has just stopped or started.

I think it is not possible to use the state value run for blocs. I like to trigger a function with the state value run only in certain blocs. Currently I can add this state value only to locos and the function will be triggered in every bloc where the loco starts. Maybe to add a condition like bloc ID.

Maybe this feature is already implemented by the new bloc states depart and occupied by using this with the condition Loc ID. I will do some testing.

I did a test and in my eyes it was successful. For loco has stopped you can use the bloc state occupied and for loco has started the state depart works fine.
