SourcePackageRecipeBuilds should not try to use the new ARM builder

Bug Description

We have a new ARM builder. If the SourcePackageRecipeBuilds try and use that ARM builder, bad things will happen. This needs to be fixed before we can enable Source Package Recipes on edge again.
