Wrong keyboard layout is set after login

Bug Description
Binary package hint: xserver-
I have "us" layout set as default in the /etc/default/
However, for my user I want to have two layouts, "USA Dvorak" and "RU". The problem is that after login I have three layouts, "USA Dvorak", "RU" and "USA".
Steps to reproduce:
1) Configure two layouts via the applet (or set gconf /desktop/
2) Restart gnome-settings-
3) Now you have three layouts in applet (and in gconf /desktop/
What I expect is that option from the gconf is never overwritten without my permission and always takes precedence over default settings.
That maybe similar to #460328, but I am not sure.
I have latest Ubuntu Lucid (10.04).
