Explanation of the Ubuntu delta and why it can be dropped:
Added python*/*-packages to mv rule to remove hardcoding site-packages in
rules,has been included upstream.

  * QA upload.
  * Switch from cbds to dh.
  * Remove superfluous build-dependencies.
  * Drop no_bytecompilation.patch, no longer needed.

    (closes: #571208)
