feature request: relative path names

Bug Description

It would be really nice if Inkscape supported relative path names. Especially when external bitmap images are included in the svg file. The bitmap is now saved as a 'sort-of-an-URL' that starts with 'file:///C:/folder/folder/folder/thepicture.png'. It would be really nice if a bitmap could be referenced just by: 'thepicture.png'.

Ik would greatly improve the portability of an SVG document.
