Same thing but only when there is no network connection.

Ubuntu 10.04, laptop and desktop computer from DELL or Fujitsu Siemens.
Another thing : the computer can not be shutdown or reboot ...

I saw the bug when i was looking why the Mobile Broadband Dongle wouldn't connect. So i think the same thing appies with me.
That time i also had trouble to shutdown the comuter, thought it was about the Mobile Broadband problem, but it could indeed be this bug thats blocking the shutdown.

Here: Ubuntu 10.04 on HP Laptop (6530b)

A few weeks ago, i did a clean install. So i dont know if the bug still applies for me

On a fully updated Ubuntu 10.04.1 the same thing is happen to me...

There have been many changes in Ubuntu since that time you reported the bug and your problem may have been fixed with some of the updates. It would help us a lot if you could test it on the most recent Ubuntu LTS version, 12.04. When you test it and it is still an issue, kindly upload the updated logs by running apport-collect <bug #> and any other logs that are relevant for this particular issue.
