[bantracker] ban/quiet reminder review page doesn't start a session

Bug Description
When given ban/quiet a review reminder link in PM, the link does not initiate a session.
If recipient does not have a current session in their open browser, they must initiate a session by @btlogin... which currently takes a lifetime and a half.
It would be useful to generate a session key for these review urls, since these pages are several orders of magnitude faster to load than the main page of the tracker.

Do you really need a session key along with the request? Each session (created with @btlogin) should last for 90 days, unless you clear your cookies.
