dhclient waits a random 0-4 seconds before trying to acquire a lease

Bug Description

Before trying to get a lease, dhclient waits between 0 and 4 seconds for no
good reason. In June 2006 the ISC promised to get rid of this wait but never did:

Looks like I jumped the gun on this...

This originally came from a relatively new Red Hat bug:

So, I have mud on may face... the version of dhcp3_client in Lucid is: 3.1.3-2ubuntu3. The version in the Red Hat bug isn't specified, but it appears to be older, as the attached patch doesn't apply cleanly. The code in our version has been heavily re-factored.

It appears that there still is a fixed initial delay ( 3 seconds? ), however I need to do some more work to confirm this.

OK, confirmed from inspecting the code that this delay is not present. Sorry for the false alarm, I'll mark this Invalid.
