Atlantean small tower needs adjusting

Bug Description

The small tower is overpowered: it only costs 1plank more than the guardhouse, but it houses 1 more soldier and it has a huge vision area of 13. I suggest to up to either

1) up the cost significantly. +2 planks +1 stone
this would make it a medium expensive building, but still cheaper than the tower. It would not be the general purpose expansion building any more.

2) down it's conquer radius by 1 or 2
It would then not be any useful for expansion because it conquers so little. It would only be used to support fortifications with little space (because it houses 3 soldiers instead of just 2) or as support for medium buildings to add more vision.

This is up for discussion.
