bluetooth disabled status doesn't persist across reboot

Bug Description

Binary package hint: gnome-bluetooth

After logging in, I click on the Bluetooth applet and select "Turn Off Bluetooth". After rebooting the computer and logging in again, Bluetooth is enabled again on the applet. I think the disabled status should be persisting across reboots.
