Please sync cerealizer 0.7-4 (universe) from Debian unstable (main)

Explanation of the Ubuntu delta and why it can be dropped:
A fix to be able to run the unittests with Python 2.6 got included in the
Debian package.

Changelog entries since current maverick version 0.7-3ubuntu2:

cerealizer (0.7-4) unstable; urgency=low

  * Bump Standards-Version to 3.8.4.
  * Switch to 3.0 (quilt) format.
  * Fix unittests to be able to run with Python 2.6. Closes: #571157.
  * Remove control.in, adjust depedencies.
