File does not exist: /openils/var/web/js/dojo/openils/opac/nls/en/opac.js

Bug Description

Evergreen version 1.6.0.3
OpenSRF verions 1.2.2
PostgreSQL 8.2
Ubunto Intrepid

two files are missing from dojo using en localization:
/openils/var/web/js/dojo/openils/opac/nls/en/opac.js
/openils/var/web/js/dojo/openils/opac/nls/en-us folder.

cloning /openils/var/web/js/dojo/openils/opac/nls/ca/opac.js appears to solve the problem.

This isn't a bug - this is just how Dojo localization works. Dojo looks for localizations from the most specific to the fallback: en-US, en, then the general opac.js. As en-US is the default locale, the en/us and en versions don't exist.

Note that cloning en/ca/opac.js to en/us/opac.js would result in "catalogue" vs. "catalog" and other Canadianizations.
