Layer colors only working for all-day events

Bug Description

Jo Lyon at Oxfam reported:

"he layer colours are only working for all day events. So if you create
a category, then create a layer, choose a colour, and add the category to
it, and then create an event in that category, it is not colour-coded
unless it is an all day event. All day events which are not assigned to a
category are coloured blue, which I think must be the default colour, but
it means calendars with no layers (which is the vast majority) are a
mixture of highlighted and non-highlighted events. Which looks odd."

There must be something more subtle going on. I cannot repeat this.

Jim, could you read this ticket and see if you can recreate what Jo Lyon at Oxfam reported? If not, let me know and I'll put you in touch with her.

I cannot recreate this. I have layers colored and events under those layers
and categories that are hourly and all day and in both cases the colors stay
with the event. I guess I need to talk to Jo Lyon.

JimP, can you make another stab at figuring this out, emailing Jo Lyon if needed?

I just went through this again and cannot repeat or get the gist of what she
reported. I will e-mail her and see if she still has a complaint.

JimP, did you ever contact Oxfam about trying to recreate this one? I'm going to move this to M43, but I'm beginning to think we might need to close the ticket.
