Test framework: --report-fail doesn't report expected compile errors

Bug Description

Using --report-fail is supposed to report all errors, even if they have been flagged "expected". However, it will not report compiler errors flagged "expect: compile_error".

A test case for this: trunk r1006.

$ ./test.py --report-fail cases/compiler/switch.mar.
switch: .
1/1 cases passed
