I managed to find that this was due to links not being able to be made from libhesiod.so.0 because the i attribute was set on the file. Changing this attribute allowed the upgrade to proceed

david@david-desktop:/usr/lib$ lsattr libhesiod.so.0
-u--i-------------- libhesiod.so.0
david@david-desktop:/usr/lib$ sudo chattr -i libhesiod.so.0
david@david-desktop:/usr/lib$ lsattr libhesiod.so.0
-u----------------- libhesiod.so.0

The hesiod packaging does not set any files as immutable, this seems to be a problem with your machine only.
