User lookup should not be case sensitive

Bug Description
This may or may not be a change, but when looking up users you can't expect the looker to know whether a name is capitalized or not. I just tried to give Torvald editing rights. Searching for 'to' didn't find Torvald. I had to search again for 'To'. This should be one search.

This depend of your PAS plugin, I can't do anything for it. You have to use a PAS storage that support non-case sensitive search.
