Installing Pidgin smileys doesn't work

Bug Description
In the installation of Pidgin smileys, attempt to access the .purple folder, but Pidgin has not yet run. Then all the smileys remain in the ubuntu-4.10-start folder.

Hmmm so Pidgin needs to start at least once for the .purple folder to be created?
