file 1311 for 10.04 LTS will not download

Binary package hint: ubuntu-docs

Using Upgrade Manager, all other files download but never file 1311. Every attempt returns a failed, check internet connection message -- connection is OK.

Why can i not upgrade - using Update Manager - or, download any iso from
 Ubuntu, using any mirror, using either Firefox, or Explorer, from any
        box, with either Ubuntu, or Microsoft operating system?

I have almost given up trying with Update Manager but, surely there must
be some bloody way i can get an iso to download beyond 8%, with at least
          one operating system, box, browser, mirror site; no?

                         What am i doing wrong?
