libvirt-bin does not read /etc/defaults/libvirt-bin on startup

Bug Description
When starting up libvirt-bin on lucid it is not reading and applying the libvirtd_opts to the starting libvirtd
This causes libvirt not to be able to be communicated with via tls. it is hard coded to start with the -d to make it a daemon but can not be started to listen
If more information is necessary please ask. I have upgraded to lucid on four host and have this problem on all four.
This is a lucid 64 bit install and upgrade. Completed a clean install to see if the upgrade process was the problem, it is not the cause of this issue.

This can be closed I have found that it has been moved to the /etc/init/ libvirt- bin.conf file instead of the /etc/default/ libvirt- bin file
These old file should have been cleaned up or a modification in them pointing to the new location would have been nice.
