Candle lighting time is plainly wrong

Bug Description

Binary package hint: hebcal

I tried to get the candle lighting time using hebcal for city of Beitar Illit in Israel:
http://en.wikipedia.org/wiki/Beitar_Illit

Using following syntax (took the location from the above wikipedia page with "-" added to Longitude):
hebcal -c -l 31,41 -L -35,06 | grep 4/30/2010
And got result:
4/30/2010 Candle lighting: 12:00

The correct time is 18:43
