Compiz effects not enabled after update from 9.10 to 10.04

Bug Description

Binary package hint: compiz

Today I upgraded from 9.10 to 10.04 and now every time I log in I have to manually activate compiz through System -> Preferences ->Appearance Preferences.

When I log out, that setting is lost, and I have to do the same thing all over again.

Also, when I log in, before I activate compiz all windows are missing the top bar, and I can't move them. There is no top bar to grab on to, and if I try to ALT+click the window to move, that doesn't work either.

(This may all be an issue with some other package, but I can't figure out what that should be, so now I'm reporting the issue against compiz.)
