That is actually unopkg complaining about it, any time OOo runs on a system that doesn't have the openoffice. org-java- common related files installed it outputs that message you saw, it also needs a JRE but just a JRE without openoffice. org-java- common will still cause the message to appear.
We are planning on adding support to install Java on first user run of OpenOffice.org but I am not sure if it will land in the Maverick timeframe.
