Bug Description
The notification bubble icon (gwibber.svg, while image caching is disabled), is, well, FREAKING HUGE. :)
The attached patch sizes it down to 48 x 48 as a sane default, and does so in a way that it can be easily overridden as a future setting, if that is desirable (not implemented).

Marking this is won't fix, the 2.31.x series doesn't use gwibber.svg for notifications, it renders avatars for each account.
