Forms designer has scrolling issues and the newly added order line does not scroll

Bug Description

Two separate issues:

1. Forms designer must use main window scrollbar since that is the only one that maintains its scroll position. Without this we might just as well remained with the non-ajax interface.

2. Mini window does not scroll and will easily fill upp from top to bottom. It must thus be added to the left of the rest of the form by using a table. This way the ordinary scrolling will work normally without css trickery.

Isnt the idea of the floater that it does not scroll with the main scroll bar?

It is important that if we change the floater, that this behavior remains as is....

so we can edit a part far down in a form and still not have to scroll from the top whenever we edit the data.

This is why we made the forms editors ajax from the beginning.

A good idea would be to check if this bug is covered by the redesigned forms/cards designer and if so, retire this bug. This goes for all forms designer and cards designer bugs.

By doing this we can get a lot of pruning done with little effort.

Will be circumvented in the new form editor. Control panel will most likely keep its position in the browser viewport.

Part of this bug still applies, "controlpanel"-div needs a smart 'float' solution. Ideas where it only scrolls 'when needed' exists.
