"bzr revert" gives accurate, yet unhelpful error

Bug Description

syndicate init% bzr revert job.c
bzr: ERROR: [Errno 20] Not a directory: 'init/job.c'

The problem would appear to be this:

syndicate init% pwd
/home/scott/co/ubuntu/upstart/init
syndicate init% bzr root
/home/scott/co/ubuntu/upstart

(bzr revert init/job.c from the level up worked just fine)

I believe this is related to (if not a duplicate of) bug 56549
