title bar doesn't show in dual monitor(up and down)

after logout and login, expect to see an application title bar (Nautilus 2.28.1,Firefox 3.5.9)

if the monitors are left and right: title bar does show in dual monitor
if the monitors are up and down: title bar doesn't show in dual monitor

The title bar does show in the up monitor. (one nautilus and one appearance setting window)
The title bar doesn't show in the down monitor. (two nautilus, one terminal and one gedit windows)
