KDE Power Management fails to disable desktop effects on profile change, in spite of being configured to do so

Bug Description
In the Power Management tab of System Settings I configure one of the profiles (i.e., Powersave) to disable desktop effects, if active. Yet, when I switch to this profile (i.e., when unplugging AC adapter), desktop effects remain active and compositing is disabled.
