Bug listing sort order should allow sorting by In Progress first

Bug Description

The sabdfl says that when bugs are sorted by status, In Progress bugs should be sorted first. This might or might not be an advanced search option.

Sorting inprogress first would be good, though I'll note this is partly covered by lp now having a "4 in-progress bugs".

This really needs some user research - see for instance the discussions about what sort order meets most folks workflow.

(E.g. in-progress first says that in progress bugs are the most relevant, but for whom? For a person trying to find in-progress bugs, sure, but someone doing e.g. bug triage, in-progress is the least interesting status).

Beyond that, we've the issue where dealing with many bugs by over-querying and then paginating is a poor UI.

I'm going to mark this incomplete because of the lack of symptoms/reasoning around this - at 5 years ago we're having to recreate the situation where this would be helpful.

(also note that doing custom-sort-on-status is /not/ an easy thing: we deal with collections of upwards of 500K bugs, well beyond what we can sort in-process in python, so we need the DB to return sorted results, and do it -fast-. Custom sorting by a case statement on the status field is possible, but not in the time constraints we have for page loading... so this really can't be an option: if we change it we change it for everyone (and have to migrate data etc etc).
