Bug Description
Initial translations to be provided will be Simple Chinese, Spanish (Argentinian), Polish, Hungarian and German. The project will need to be set up so that it's easy for people to contribute other languages using Launchpad's translations feature. We will need a language picker to enable users to manually change from the browser-detected default.
Testcase: ISD_189

We're going to need to add a field to Account to store the user's preference. If none is set, we can then go for Django's defaults (session preference, browser, configured default).
We also need input from design about the UI for selecting your preferred language.
