out-dated RL_READLINE_VERSION

The readline version information was not updated with the 6.1 release. This breaks packages checking rl_library_version vs.
rl_readline_version, such as the test suite of the Term::ReadLine::Gnu perl module.

Attached is the official patch fixing this (ftp://ftp.cwru.edu/pub/bash/readline-6.1-patches/readline61-002)

This has been fixed in version 6.1-2 in Debian, please consider importing that version into Ubuntu.
