Bug Description
Binary package hint: update-manager
When encoutering errors downloading files from the servers, either during update or upgrade, update-manager should suggest a solution.
A missing file during upgrade could sometimes be fixed by updating, waiting, or trying another mirror.
If waiting is the solution then update-manager should suggest how long waiting time should be permitted before taking further action.
Update-manager should also instruct users of the proper action to take if none of the solutions work. Preferably that action should just be to push a button that automatically sends the error information to the right people, in the right format.
