Bug Description
implement the help link in the image drawer. The help link currently does not do anything.
Test Case
===========
1) Go to a wiki page.
2) Click the "edit" action.
3) Add ?enable_imagedrawer onto the URL.
4) Click the image icon in the editor toolbar.
5) Click the "help" link in the top right of the imagedrawer popup.
