GPLv3's section 7 offers a very limited set of additional permissions that can be tweaked with. It's a closed list. Other sections of GPLv3 are certainly not part of that list...especially not the very premise of copyleft.
Keep in mind that if the user uses external GPL code, he must drop such code immediately because such code is only allowed to be used under a GPL license (which is not valid in this case).
Please fix this ASAP.

This exception was added to the code due to a decision taken by the copyright holder (INdT), with the proper help of the Linux Foundation on the "law" side. Jim Zemlin, the executive director, even posted an entry on his blog about it:

By that time, I was still working for INdT, and I was the author of the commit, but it happens that I left the company a few months ago. I will contact the people at INdT to take a look at this bug.
