Bug Description
When running multiple assemblies or with /domain=multiple tests fails to lo
ad configuration settings. This only happens with 2.5.4.10098. With 2.5.3 a
nd below all is fine. This happens regardless of what .net version the test
s are using as runtime.

This was caused by the fix to bug #491131, which must be re-addressed as well.
