dpkg install should not assume any services are running. I had to do apt-get dist-upgrade in emergency mode and it broke because this service assumed it could do update-binfmt from a kernel this distribution did not own.

Update: this is actually a bug in update-binfmt, which is a dependency of qemu-kvm

I think this is essentially the same thing as bug 534211, or at least can be fixed in the same way. I'm working on an upstream fix now.
